POSITIBO ang naging pananaw ni Senate President Francis “Chiz” Escudero sa kanyang unang Legislative-Executive Development Advisory Council (Ledac) na nagpahayag ng tiwala sa pagtutulungan ng mga pagsisikap ng Senado, House of Representatives, at ang Executive Branch.
“Magandang karanasan,” sabi ni sa kanyang unang Ledac meeting na pinamunuan ni Pangulong Ferdinand R. Marcos Jr. sa Malacañang nitong Martes.
Binanggit niya ang mga produktibong talakayan kasama sina Pangulong Marcos at Speaker Martin Romualdez, habang binibigyang-diin niya ang ibinahaging pangako na unahin ang mahalaga at makabuluhang batas sa natitirang 73 araw ng sesyon ng 19th Congress.
“Maganda ang naging usapan sa pagitan ng Kamara at Senado, gayundin ang Ehekutibo kaugnay sa mga mahahalaga at makabuluhang batas na kailangang tutukan sa natitirang 73 araw ng sesyon ng Kamara at Senado. Buo ang pag-asa at paniniwala ko na kaya naming magawa ito,” sabi ni Escudero.
Sinabi ni Escudero na uunahin ng Mataas na Kapulungan ang pagpasa sa anim sa natitirang 10 priority measures na tinukoy ng Ledac, kasama ang tatlong pangunahing panukalang batas sa Senado, kapag nagpapatuloy ang sesyon sa Hulyo.
“The Senate is committed to working diligently toward the passage of these essential measures. We aim to address critical areas that will enhance our economic framework, environmental sustainability, and governance,” sabi ni Escudero.
Sinabi ni Escudero na ang anim na Ledac priorities, na nakatakda ngayon para sa plenary deliberation at approval sa final reading sa Senado, ay ang mga panukalang Blue Economy Act, Enterprise-Based Education and Training Framework Act, amyenda sa Universal Health Care Act, pagtatatag ng Department of Water Resources, Open Access in Data Transmission Act, at Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy o CREATE MORE.
Isinusulong din ng Senate chief tatlong Senate priority measures sa LEDAC’s Common Legislative Agenda (CLA). Ang mga ito ang panukalang pag-amyenda sa Right-of-Way Act (Republic Act 10752), sa Investors’ Lease Act (R.A. 7652), at sa Comprehensive Agrarian Reform Law (R.A. 6657).
Ang mga iminungkahing pag-amyenda sa R.A. 10752 ay naglalayon na gawing mas madali ang pagbibigay ng Right-of-Way para sa mga pampublikong proyekto, habang ang mga pagbabago sa R.A. 7652 ay magpapahintulot sa pagpapaupa ng mga pribadong lupain hanggang 99 na taon upang makaakit ng mga dayuhang mamumuhunan.
Ang mga pagbabago sa R.A. 6657 ay naglalayon na alisin ang mga paghihigpit sa pagmamay-ari at paglipat ng mga lupain na iginawad sa ilalim ng Comprehensive Agrarian Reform Program upang mapalakas ang produktibidad ng agrikultura.
“The amendments to these laws will provide the necessary legal framework to expedite infrastructure projects and attract more foreign investments, thereby creating more jobs and boosting our economy,” paliwanag ni Escudero.
“Lifting restrictions on agrarian reform lands will also help increase agricultural productivity and improve the lives of our farmers,” dagdag pa niya.
Sa kabilang banda, sinabi ni Escudero na kailangan ng paglilinaw sa apat na Ledac measures, kagaya ng Waste-to-Energy (Senate Bill No. 2267), ang Mandatory Reserve Officers’ Training Corps (SB No. 2034), Unified System of Separation, Retirement, at Pension of Military and Uniformed Personnel (SB No. 2501), at ang E-Government Act /E-Governance Act.
Sa 20 CLA bills na kailangang maipasa bago matapos ang Hunyo 2024, tatlo na ang naging batas. Ito ay ang Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act (R.A. 11995), ang Negros Island Region Act (R.A. 12000), at ang Real Property Valuation and Assessment Reform Act (R.A. 12001).
Tatlo pa ang kasalukuyang naghihintay ng presidential approval: ang Anti-Agricultural Economic Sabotage Act (SB No. 2432/House Bill No. 3917), at ang New Government Procurement Act (SB No. 2593/HB No. 9648), at ang Anti-Financial Accounts Scamming Act (AFASA) (SB No. 2560/HB No. 7393).
Ang apat ay nasa Bicameral Conference Committee, kagaya ng Philippine Maritime Zones Act, ang Self-Reliant Defense Posture Revitalization Act, ang Academic Recovery and Accessible Learning (ARAL) Program Act, at ang VAT on Digital Services.
Ayon kay Escudero, ang Senate’s legislative agenda ay tungo sa inclusive at sustainable development.
“By focusing on these measures, we aim to foster economic resilience, improve public service delivery, and enhance the quality of life for all Filipinos,” sabi ni Escudero.
“We are optimistic that with collaboration and dedication, we can achieve these legislative goals and make a meaningful impact on the lives of our citizens,” pagtatapos niya.
